What is the relationship, if any, between the ping setting in BO and the Ping function in Wordpress?
If you set your ping setting to yes in BO, are you double pinging if you have ping sites listed in wordpress as well?
If you set ping to off in BO, does wordpress ping when it receives a post via a feed managed by BO?

WP pings anytime a new post is being published, no matter if through the admin or remotely as BO is posting to it.
If you have pinging enabled in both places, yes, your posts get double pinged.
You should set pinging only in ONE of both scripts.
The pinging in BO is no different than the one in WP
I would suggest leaving the ping to the WP blog as that will distribute the load and not addup additional load to your BO system
