ok, i took my time and created for them small file that replicates the issue.
it downloads the feed and tries to parse:
http://www.123anddone.com/bo/test.php
pass that file to them..

Let us try to fix this issue. Please tell your developer to set the encoding using "xml_parser_set_option($parser, XML_OPTION_TARGET_ENCODING, 'utf-8');" in php codes. Or use the suitable encode. Let us see how the error came.

ok, lets see..
1) xml_parser_set_option($parser, XML_OPTION_TARGET_ENCODING, 'utf-8');
is about output encoding and has nothing to do with input encoding. Your problem is the input encoding.
2) the feed they tried in test2.php is http://blog.vcpanel.net/feed/
and as you can see it is UTF8 encoded by default. So it will work. It will work and with BO.
3) If you put any of your feeds into their test2.php which includes the code they proposed from chapter 1, it won't work as they can see. Why they advice it, when they tried it and see it doesn't work? Take a look at test2.php they put their own rss parser code and tried your feed, because the url is in there, and ofcourse it doesn't work. So they just decided to put a normal utf8 encoded feed and show you it works..
4) Once again i am saying, my, their or any php code has nothing to do with the problem. The problem is that the server can't process WINDOWS-1252 encoded content

Please check http://www.123anddone.com/bo/info.php , we installed php with latest iconv support. There is nothing we can do with windwos charecter set. It is not supporting. Do you have any working copy of this script in any other server?
can you check is rss posting works now ?

hi there,
well it takes time the new assigned feeds to publish a post to the blogs, since script is checking if the blog needs update every X minutes as you specified for earch blog.
So far i see three blogs received a new post from BO from the new rss feeds you assigned. Go check them out in your BO, since i don't wanna post urls in here..

90% of the feeds should work. There are just few sponsors that won't provide their feeds in UTF-8 or ISO encoding according to the XML standarts
There's no need to check each feed. Simply when you are about to grab feeds from a new sponsor, open one of the feeds in your browser and view its source. See on first line what is the encoding and if its fine, import the feeds since the sponsor uses same software for all its feeds..
