The script I'm putting the tracking code in doesn't like the single quotes.

Is it ok to use double quotes like this?

the problem isn't in the quotes, though it will work with these as well.

the problem is that you are putting the code in non php page and thats why it doesn't track any hit. Either make your page .php one or make your server parse html pages as php ones..

Actually that page is php but I can only edit the Smarty templates so I guess I'm running into the same issue I did when adding in the include code.

This is what worked for getting the include code for the link trades.
Code:
{php}
   // including a php script directly from the template.
   include('/var/www/cleos-porn-links.com/lo/site_templates/site_2_3.php');
{/php}


I have other pages that are shtm and also a Movable Type blog that uses its own type of includes plus I'll be using this on Wordpress Blogs

It seems like getting the tracking code into all these different types of pages may not be possible. I guess the trades still work, just can't track hits in.

yes, if you use Smarty, its pain to deal with it and you need find out how exactly to put php code in it..

yes, linktrading works, just the stats tracking is not working.. if it is not of high importance to you, you can leave it..
