the method should be POST, but you must do it with xml-rpc request, like does the regular pinging. Just set the url to rpexternal in your blog software to be pinged.

that won't work, since i told you its a xml-rpc request. You must send a xml formatted data via POST method to the rpexternal.php file. Its the same xml request as its done to the submit services themselves.
