Hey

I have a new server and i wanted to install rocket pinger but at that server register_globals is turned of, i have asked the host to turn it on they will but they say my server is at risk, it is a security measure to shot down register_globals.

Is it really a big security risk?

well some consider it big risk, others not. I personally don't think its big security risk, it is a leak to potential risks. The biggest risk is at the scripts and software you use, if they aren't coded well and without register globals they can be hacked..

anyways, try installing the script, i just looked at the code and saw i have added code to work with register globals off, so just ignore the warning in the installer. If that doesn't help try making a .htaccess in the RP directory with this code:
php_flag register_globals 1

Will RP work better or differently with register globals on?

no, it works all same, register_globals isn't a setting that will change script performance or behaviour.
