yes, i will be updating the requirements. i haven't listed that because till recently shell_exec() was normally functioning on all php's, but now hosts started disabling it.
about the url||title, yes title is required since most of the aggregators use the title for displaying your link on their sites, and its mandatory field as to the weblog.ping xmlrpc standart schema.
