%%DESCRIPTION%% is described as The blog description. Which I assume is for the description of the overall blog. I have put the tag in two places, one in the meta description in the head, and the other in the header cell of my blog template. On the homepage this works fine, but when you click on a post, the description changes to whatever the description of the particular post is. I want it to be consistent throughout the blog as the blog description, not the post description. Am I wrong?
%%RSS_LINK%% placed in the post template returns nothing, and in the main template returns "%%RSS_LINK%%" as text. %%BLOG_RSS%% in the main template returns the url i.e.- http://www.mysite.com/rss-feed.php. I made a clickable link in my own template for it, but is this correct?
Categories and Recent Posts seem to have either padding or <p> tags at the top and bottom, which cause a lot of spacing. can I change this?

yes, %%DESCRIPTION%% description changes from the blog description on the main page to partial text from the posts description on the own posts pages. Thats done for greater SEO, because if you have same description on all pages, SEs consider it as duplicate
%%RSS_LINK%% is not in the main template. It is used in the Post template to display the link of the posts from the rss feed. To display your blog's rss feed link, use %%BLOG_RSS%% in the main template
categories and recent posts are BR delimited or LI delimited, so its up to your template styling how much space that will be _________________ Thanks,
