i see..
well the bad news, is that the php ftp library doesn't have any advanced error reporting or something to get fixed. its standart library without any special options. For that reason when ftping doesn't work we can't tell much about the problem, unless it throws some error or something. Some clients had this problem in the past and definitely it is something because of the server, but i couldn't tell what it is, because as i explained there isn't a way to debug the stuff or direct you at changing some server setting, because there isn't such.
try using the "download all files" in zip, link. Works fast enough.
